 Abstract
Lebanon as a Middle East country suffered 15 years
civil war and lost most basic needs for the basic life standards of the whole
population. The political instability and civil conflict that engulfed Lebanon
after 1975 caused massive destruction to the country's infrastructure and economy.
Speedy and efficient implementation of basic infrastructure and other rehabilitation
and reconstruction efforts requires a greatly enhanced governmental and private
  sector management capability.
