THE HISTORICAL DEVELOPMENTS OF THE DISTRIBUTION OF GOODS IN LIBYA : A REVIEW

Abstract
The distribution of goods in Libya was changed during
the period 1970-1990. In the beginning of this period it is possible to note
relatively high growth of GDP caused by the export of oil. As the result of
this phenomenon, high demand for goods and services has been achieved, which
in turn has affected the increase of various types of commercial activities,
with the private sector playing the greater role.
After September 1969 several new laws have been introduced with the aim to strengthen
the public sector role in distribution of various kinds of the business activities.
These changes were supported after 1975,when the number of cooperatives involved
in the market system significantly increased. In a short time 1238 coops were
established.
After 1981 the whole distribution system has changed to become publicaly-dominated
activity in the frame of the new economic concepts adopted by the society. The
public sector was in a full control of the distribution of majority of goods
including agricultural products and foodstuffs. This period is also characterized
by subsidizing the consumer prices of many food commodities either directly
or indirectly through subsidising their production inputs.
At present, this is being conducted by allowing private sector participation
at the wholesale and retail levels and reducing public sector in same area,
but still play a regulatory role.
