Abstract
Vietnam has recently become a member of the Codex Alimentarius Commission {CAC} and also intends to become a member of the World Trade Organization {WTO}.

It is reported that a number of consignments of the food commodities, both animal and plant origin from Vietnam were rejected by importing countries due to non — compliance with their mandatory quality and wholesomeness requirements. It is realized that with the vast competition in the World Food Trade the time has come for Vietnam for developing and strengthening infrastructure for food export control in an integrated manner starting with introduction HACCP system both in foods production and their processing and creating efficient control and inspection system.

On the base of the above facts the project proposal was formed by Czech and Vietnam side with the participation of the FAO to formulate the study in a strategy for implementing of "stable to table theory" {i.e. risk management}
