Abstract
The contribution deals with the influence of HIPC (High Indebted
Poor Countries) programme on the structural change of state insolvency. The
economical situation in Sub-Saharan Africa is also characterized. The change
in the insolvency development is demonstrated in the situation in Mali. This
state was selected because of its typical state character, which had recently
moved from the economical system of management with strong characters of directed
economies to the market direct economic system. This was then cause of privatization,
widening of micro-financing connection of private capital into economical activities.
The increase of responsibility in individual decision and the decrease of risk
international organization, mainly IMF and WBG enabled to solve the unpayable
credits.
